A new procedure for manual exchange is coming into effect!
What is it?
The Local Development Bank is implementing a regulatory procedure governing the allocation of foreign exchange for resident nationals wishing to travel abroad for personal purposes (excluding pilgrimage). This operation is part of the implementation of Instruction No. 05-2025 from the Bank of Algeria, effective as of July 20, 2025.
Qui peut en bénéficier?
Any Algerian national residing in Algeria, aged 12 or older, planning a stay abroad of at least 7 days.

\*The amount is non-cumulative from year to year and strictly personal.
How to benefit from the exchange allocation?
Currency withdrawal?
To be carried out at the Bank of Algeria counters located at border points (airports, ports, land crossings), upon presentation of:
In case of cancellation or stay < 7 days?
Full reimbursement of the received amount is mandatory within 5 working days at the Bank of Algeria.
Failure to comply with this provision results in a 5-year suspension of exchange rights and may lead to legal action.
