Investment credit

What is it ?

Medium-term investment credit: Any investment project, creation, extension or renewal of means of production can be financed by the BDL through a medium-term credit;

Long-term investment credit: this is a credit intended to finance the tourism sector.

Credit file processing time

After completion of all the required documents and from the introduction of the request, the bank will provide a response to customers within a maximum of 30 days.

Credit Amount 

The amount of the credit is determined according to the repayment capacity of the project and the cash flow generated.

Credit period 
Medium-term credit (CMT): Repayment is made over a period of three (03) to seven (07) years, a deferred repayment period of 6 months to 3 years may be granted.
Long-term credit (CLT): Repayment is made over more than seven (07) years.

FAQ

The investment credit is intended to finance any business creation or expansion project and in the event of the renewal of the means of production.
Medium-term investment credits (CMT) :
1. 1. The BDL grants the CMT for a period of 3 to 7 years for all sectors of economic activity. The repayment period is accompanied by a deferred period ranging from six (06) to thirty-six (36) months depending on the amount of credit granted and the investment sector.
Long term-credits :
1. Long-term credit concerns the financing of the Tourism sector, the repayment term of which is ten (10) years in accordance with the agreement signed between the BDL and the Ministry of Tourism. The repayment period is accompanied by a deferred period of up to three (03) years.
Downstream, Customs Guarantees:
1. Market guarantees (auctions, lump-sum advance or on supply, etc.);
2. Documentary credits (import-export);
3. The bid bond, lump sum advance bond and performance bond.
The usual repayment period of an investment loan is spread over a period ranging from three (03) to seven (07) years, a deferred repayment period of six (06) months to three (03) years can be granted.

Actuellement le taux d’intérêt des crédits d’investissement est de 3,5% avec la prise en charge par le trésor de la bonification du taux d’intérêt et des intérêts intercalaires « loi de finance complémentaire 2011 ».

Bank credits are remunerated on the basis of a pricing set periodically by the bank.
Currently, the interest rate for investment credits is 3.5% with the treasury taking charge of the interest rate bonus and the interim interest “supplementary finance law 2011”.
Investments in tourism projects to be carried out at the level of the wilayas of the north and those of the south benefit respectively from a bonus of 3% and 4.5% of the interest rate applicable to bank loans (ordinance n ° 09-01 of July 22 2009 relating to the complementary Finance law for 2009).
The guarantees relating to investment credit which you can present to the bank are:
1. The mortgage of real estate, the pledge of cash certificates or term deposits;
2. Material collateral “if the object of financing is material”;
3. The vehicle pledge “if the object of financing is rolling stock”;
4. The joint surety of the partners;
5. The surety of a solvent third party;
6. Membership of the institutional guarantee fund (CGCI – FGAR);
7. Insurance.
The investment credit is subject to conditions, the most important of which are:
1. Payment of the self-financing part;
2. Realization of guarantees;
3. Direct payment to supplier;
4. And above all, compliance with the investment sections indicated in the technical-economic study presented by the promoter.
The Bank may require any other conditions likely to guarantee the implementation of the project and its entry into operation (the quality of the stakeholders in the implementation of the projects and in the supply of equipment).
The BDL can grant you an investment credit, to do this, you are requested to present yourself at one of our BDL branches with the following file (in triplicate).
An application for an investment Credit:
1. it must include the amount and duration of the credit requested, the self-financing share of the project and the guarantees offered by the company. This request must be signed by a person duly authorized by the company.
The administrative and legal documents, below:
1. Legalized true copy of the Trade register;
2. Legalized copy of the articles of association for companies;
3. Minutes of the general meeting of shareholders by which the manager or the general manager of the company is authorized to contract loans if this provision is not provided for in the articles of association;
4. Legalized true copy of the official announcements bulletin;
5. Authenticated copy of the deed of ownership or lease of the premises hosting the activity;
6. If it is a project within the framework of ANDI "A legalized copy of the decision granting benefits";
7. CVs of managers and main promoters;
8. Copy of the legally required approval or authorization;
9. Copy of the official bulletin of legal announcements (BOAL);
10. Copy of the title deed, administrative act, concession or rental lease of the land and/or premises hosting the project;
11. Declaration of the board of directors authorizing the investment for SPAs;
12. Pro-forma invoices and/or recent commercial contracts for the equipment to be acquired;
13. Valid building permit.
The accounting and tax documents, below :
1. Complete technical, economic and financial study of the project: presentation of the project, market study, balance sheet and projected TCR;
2. Tax and social certificate of less than three months;
3. Balance sheets and annexes for the last three (3) years, when it comes to a request for extension or renewal credit;
4. Auditor's report;
5. Pro forma invoice and/or equipment purchase Agreement;
6. Descriptive and estimated estimate of building and civil engineering works;
7. Expertise and/or supporting document for work already carried out or equipment acquired.
The technical documents, below:
1. Building permit;
2. Architectural plan;
3. Concession authorization and geological study;
4. Project implementation schedule;
5. Any other documents that could support your application (Professional experience, etc.).
