The International E-Commerce service allows Algerian merchants to accept online payments using international bank cards (Visa and, in a second phase, MasterCard). It facilitates the sale of goods and services to foreign customers.
Any business or professional operating under Algerian law who wants to sell products or services online and holds an account with the Local Development Bank (BDL).
Currently, only Visa cards are accepted. MasterCard integration is planned for a second phase.
The payment process involves several steps:
• The buyer confirms their order on the merchant’s e-commerce website ;
• They are redirected to a secure payment page ;
• They enter their banking information and complete the 3D Secure authentication ;
• The transaction is authorized via the Visa/MasterCard network ;
• The merchant is notified of the payment and can proceed with order fulfillment.
The client must meet the following conditions:
• Have an account domiciled at BDL ;
• Sign a confidentiality agreement with BDL ;
• Sign a merchant web contract with BDL ;
• Submit a handwritten request to activate the service;
• Provide a business plan detailing the e-commerce activity.

• Enhanced security for online transactions ;

Merchants must submit the following documents:
• A written request addressed to BDL ;
